About the program
The Plumbing Program at the Fairfield County Health Department promotes sound public health practices through education and oversight of commercial and residential plumbing systems. The Fairfield County Combined General Health District Board of Health passed Resolution 2005-45 (FDH Regulation 45) for plumbing, effective January 1, 2006.

How do I register?
- Submit the Plumber Registration Application.
- Provide a bond, obligee: Fairfield County Health Department; expiration December 31 of the registration year; plumbing bond amount $20,000. The health department has no bond form, so the bonding company may use its own.
- Commercial work requires a copy of the State Plumbing License with ID number.
Registration fee is $252 (residential only). If currently registered with the State of Ohio, the fee is $150 (commercial and residential), a copy of the current registration card is required for the reduction.
Inspections & plan review
Inspection requests: Call for a same-day inspection (before 9:00am) or up to one week ahead, by phone, fax, or in person. Phone 740-652-2800, Option 3; Fax 740-653-8556.
Plumbing inspections are performed 10:30am-4:00pm, Monday / Wednesday / Friday. Call after 10:00am to verify whether an AM or PM inspection is scheduled.
Plan review: The inspector reviews plans in the office 8:00am-10:00am, Monday / Wednesday / Friday.
Information needed to schedule an inspection
- Plumber name and phone (or field number for the job site)
- Address of job site, township, and subdivision name
- Type of inspection requested and permit number
- Location of approved plans on site if the contractor won't be present
Homeowner permit process
Submit a completed Plumbing Permit Application and Homeowner Affidavit, plus two sets of floor plans with an isometric drawing of the drain, waste, and vent system. The isometric may be drawn by the homeowner, plumber, architect, or engineer.
Plans are reviewed and approved, approved as noted, or disapproved. For approved plans, one set is retained by the health department and one set plus a copy of the permit goes to the homeowner, keep them protected and accessible on the job site, with the permit posted. For disapproved plans, the plumbing inspector will contact the applicant.
